TheEmployers and Industrialists Federation (OEB) informs you that the Department of Urban Planning and Housing of the Ministry of Interior sent to OEB the Order of the Minister of Interior no. 5/2025, which concerns the construction and operation of Housing Units of Collective Accommodation.
This Order was issued pursuant to article 6 of the Town and Country Planning Law and aims to guide the Urban Planning Authorities as to the principles, criteria and exercise of urban planning control in applications related to the construction and/or operation of Housing Units of Collective Accommodation.
According to the information of the Department of Urban Planning and Housing, this use has a significant socio-economic impact, as it aims to meet the housing needs of specific groups of the population, mainly workers, for short to medium term periods. At the same time, it can contribute to the smooth operation of businesses and activities that are important pillars of the economy.
The Mandate stipulates, among other things:
- the conditions for the location of the Housing Units of Collective Accommodation;
• the areas in which this development may or may not be allowed;
• the development restrictions;
• the minimum requirements for accommodation spaces and common areas;
• the provisions for parking spaces;
• as well as other operational and urban planning issues.
