Strategic Framework for the Energy Transition in Transport (STIP)

The European Commission is promoting the implementation of the Strategic Framework for the Energy Transition in Transport (STIP), which is expected to make a decisive contribution to strengthening the European Union’s strategic autonomy and consolidating its technological leadership in the field of clean transport.

The ongoing initiative aims to establish a strategic framework, accompanied by roadmaps, for the energy transition in all modes of transport. Despite its horizontal nature, the initiative will primarily focus on aviation and shipping, sectors where decarbonisation needs are particularly high.

STIP will identify targeted actions to:

  • boosting public and private investment in renewable and low-carbon fuels;
  • making more efficient use of existing financial instruments, and
  • the identification of needs for complementary measures.

 

Main Axes

Purpose: To create a strategy for investments in the transition of all modes of transport to low- or zero-carbon solutions.

Policy Framework: It is part of the Commission’s 2025 Work Programme, with the aim of the green transition, strengthening European competitiveness and reducing dependence on oil.

 

Challenges:

Transport is responsible for 29% of the EU’s greenhouse gas emissions.

Lagging behind in air and sea transport due to expensive alternative fuels and low domestic production.

Insufficient funding and investment uncertainty for new production units.

 

Objectives of the initiative:

Boosting the production of renewable and low-emission fuels in the EU.

Providing investment security through guidance, roadmaps and risk reduction mechanisms (e.g. contracts for difference).

Encouraging private and public investment and contributions from Member States.

Cooperation with third countries on international fuel standards.

 

Expected effects

Accelerating investment and reducing uncertainty for industry.

Strengthening the EU’s strategic autonomy and energy security.

Creating a global market for sustainable fuels with an active role for the EU.

Enhancing industrial development, innovation and competitiveness.

 

Procedure & Monitoring

Non-legislative initiative.

Monitoring progress based on the ReFuelEU Aviation and FuelEU Maritime regulations.

Continuous wall collection through consultations with stakeholders, alliances, financial institutions and industry.
