The Tax Department informs that Information Material has been published on the website of the Tax For All (TFA) System, and in particular, Explanatory Guides for Filling in Fields for the Monthly and Annual Income Tax and Employer Contributions Withholding Tax Return (PAYE), and clarifies the following regarding the procedure for submitting these Returns from the year 2025 onwards:
1. Submission of an Annual Return and Twelve (12) Monthly Withholding Tax Returns and Employer’s Contributions:
Only employers are obliged to submit Annual and Twelve (12) Monthly Withholding Tax and Employer Contributions Returns (for all months of the year) who, on a monthly basis, withhold and pay to the Department of Taxation, Income Tax, and/or GHS contribution, and/or employer contribution to the GHS. It is clarified that in order for the withholding taxes to be paid to the Tax Department, the monthly return must be submitted beforehand, on the basis of which the debts are created by the TFA. It is recommended that the monthly returns also include the people for whom no deductions are made, otherwise these people should be included in the last monthly return of December.
For employees and/or officials (Directors/Secretaries) without withholdings, payable to the Department of Taxation, Income Tax, and/or GHS contribution, and/or employer’s contribution to the GHS, there is an obligation to submit:
a) at least one (1) Monthly Statement (December) with the annual amounts and
b) the Annual Return.
It is pointed out that for the year 2025 and in order to accept the submission to the TFA of the Annual Withholding Tax and Employer Contributions Return, each employee and/or official (Director/Secretary (with or without withholding and/or employer contributions) must have been declared in at least one (1) Monthly Return.
