Please inform that from 13 August to 12 September 2025, a Public Consultation is being held for the following two draft bills:
a) The “Promotion and Encouragement of the Use of Renewable Energy Sources (Amendment) (No.2) Law of 2025”
The bill sets a new binding EU target for increasing the share of energy from renewable sources in the European Union’s gross final energy consumption in the year 2030 to at least 42.5% and a corresponding increase in the national share of RES as a contribution to the collective goal. Also, the target for an annual increase in the share of RES in the heating and cooling sector is set as binding and indicative targets and other provisions are introduced regarding the promotion of RES in the building and industrial sector.
In addition, the bill introduces, among other things, provisions regarding:
- the use of innovative renewable energy technology,
- energy from biomass,
- promoting the conclusion of contracts for the purchase of energy from renewable sources;
- the framework for cooperation for joint projects with one or more other Member States for the production of energy from renewable sources;
- mapping areas needed to achieve the national contribution to the Union’s overall 2030 renewable energy target;
- the definition of renewable energy project acceleration areas, the permitting process within such areas and the timelines for the completion of the permitting process;
- the definition of specific infrastructure areas for the development of network and storage projects necessary for the integration of renewable energy sources into the electricity system;
- the technical specifications of equipment and systems for energy from renewable sources;
- introducing an obligation to use renewable fuels of non-biological origin (green hydrogen) at least 42% of hydrogen used for end-use energy and non-energy purposes in industry by 2030;
- the introduction of new provisions regarding guarantees of origin;
- the integration of RES in district heating and cooling systems,
- the revision of the provisions regarding the certification of installers of renewable energy sources systems and the introduction of certification of installers of recharging points that allow responding to demand;
- making available to consumers and electricity market participants information on the share of electricity from renewable sources and the greenhouse gas emission content of the electricity supplied;
- the ability to access basic information on household batteries, industrial batteries and electric vehicle batteries, and
- ensuring smart and two-way recharging functions.

b) The “On Specifications, Sustainability Criteria and Reduction of Fuel Emissions (Amendment) Law of 2025”
The bill sets new binding targets and individual targets for the transport sector. In particular, the transport target can be set either as the share of RES in final energy consumption in transport amounting to at least 29% by 2030, or as a reduction in greenhouse gas emission intensity by at least 14.5% by 2030, compared to the baseline of 94g CO2/MJ. The sub-targets relate to the combined share of advanced biofuels and biogas produced from the raw materials of Annex IX, Part A of the Directive and renewable fuels of non-biological origin in energy supplied in the transport sector.
In addition, the bill introduces stricter sustainability and greenhouse gas emission reduction criteria for renewable fuels, stricter controls on verifying compliance with sustainability and greenhouse gas emission reduction criteria, creates the EU database, defines calculation methodologies for achieving transport targets, and determines penalties for violations. In addition, the obligations of aviation fuel suppliers for the use of sustainable aviation fuels and synthetic aviation fuels and for the submission of an annual report are introduced, while penalties (fines) are set for aviation fuel suppliers that did not achieve their target or provided inaccurate and misleading information. Finally, the bill introduces further regulations regarding the detection of violations in relation to the quality of marine fuel.
