Proposed new steel safeguard measure

On 18 July 2025, the European Commission announced the launch of a targeted consultation to find an effective replacement for the existing EU steel safeguards, which is due to expire on June 30, 2026. The initiative is part of the European Steel and Metals Action Plan, under which the Commission commits to present a legislative proposal by the third quarter of 2025 to replace the existing protective measures. This initiative will be an object of interest and priority during the Cyprus Presidency of the Council of the EU.

 

Stakeholders are invited to participate in this consultation by completing an EU Survey by 18 August 2025. Participants are invited to complete a questionnaire discussing specific scenarios of measures and their impact along the steel supply chain – from production, processing, to end-use. The Commission will then review the results of the investigation and integrate them into the ongoing evaluation process, while a summary of the responses will be communicated (see attached note for details).

 

The survey is addressed to the following categories of stakeholders:

  • Steel Enterprises and Industries
  • Producer and consumer associations
  • Environmental Bodies
  • Academics and researchers
  • National and regional authorities

 

The contribution to research is crucial, as the results of the consultation will be taken into account for the legislative proposal to be presented by the Commission in the third quarter of 2025. This proposal will be accompanied by a working paper containing an economic analysis of the impact of each scenario on the EU steel supply chain.
