The General Accounting Office of the Republic, in the context of the reforms it promotes for the simplification and modernization of procedures and the relevant legislation in the field of public procurement, announces the issuance of the Amending Regulations CCP 229/2025, which have been voted by the House of Representatives and have entered into force since 25/07/2025.
The changes implemented concern the following:
- Increase of the limits of the power of the competent bodies for the approval of changes and requirements, in order to concentrate the Central Committee on Changes and Requirements on the most important issues in substance and economic importance.
- Disclosure by the Competent Public Procurement Authority of contractors of contracts that have been terminated in a register of terminated contracts.
- Flexibility in the establishment of the Committee for the Exclusion of Economic Operators from Public Procurement Procedures and in the remuneration of its members.
The aim of the changes is to strengthen the legal clarity, flexibility, transparency, accountability and capacity of the competent bodies in order to be able to carry out their work more effectively. The amendments relate to both the substance and the procedure of the management of public expenditure, as they result from the examination/evaluation of the changes and requirements submitted in the context of the implementation of public procurement.
At the same time, the exclusion mechanism from their participation in public procurement procedures of economic operators that fall under the grounds for exclusion and/or whose previous contracts have been terminated becomes more flexible and more effective.
