The Customs Department is planning to organize an information seminar on the above topic, which aims to inform economic operators about the benefits and obligations included in the license to use simplified customs declarations concerning the import/export of non-EU goods (from third countries).
It is stated that according to the relevant EU legislation, customs authorities may allow a person to place his goods under a customs procedure by means of a simplified declaration, in which the following may be omitted:
- Some of the elements of the standard declaration
or
- the supporting documents of the declaration (documents required for the application of the provisions governing the customs procedure for which the goods are declared).
Please note that omitted information or documents must be submitted at a later date with the supplementary declaration (except in some cases where this obligation is waived and the details will be explained in the seminar).
The seminar is addressed to all involved Economic Operators (Customs Agents and importers/exporters) but due to the specificity of the process, it is more about those who operate with the following categories without them being exhaustive:
- Handling of sensitive products for which special storage conditions are required and the finalization of the exact quantity/value is done in a short time before loading (fruits, vegetables, dairy, animal products, fish, meat, etc.)
- Movement of products which, due to justified circumstances, it is not possible to finalize the quantity, value, weight, etc. at the time of import/export before the loading or unloading permit (bulk cargoes such as sand, grain, petroleum products, etc.)
- movement of products which, due to justified circumstances, are unable to present the original supporting documents of the declaration at the time of importation (e.g. invoice, EUR1. INF3 etc)
