The Federation of Employers and Industrialists (OEB) wishes to inform you that the Ministry of Finance has announced that from October 3, 2025 to October 19, 2025, the bill entitled:
“The Cyprus Business Development Organization Law of 2025”.
The bill provides for the establishment and operation of the Cyprus Business Development Agency (KOAE), whose mission is to strengthen the state’s initiatives to improve access to finance for small and medium-sized enterprises and start-ups, as well as the self-employed. The JOAE will be active to cover financing gaps identified in the market.
The creation of the Organization is part of the National Recovery and Resilience Plan, while the need to strengthen the access of Cypriot businesses to finance has been repeatedly highlighted by the European Commission through Country Specific Recommendations (CSRs).
