Public Consultation on the draft Regulations entitled “The Energy Efficiency (Obliged Parties) Amending Regulations of 2025”

The Energy Agency informs interested parties that it is conducting a public consultation on the draft Regulations entitled “The Energy Efficiency (Obligated Parties) Regulations of 2025”.

The proposed amendments aim to reformulate certain criteria related to the determination of obligated parties among energy distributors. The changes are deemed necessary to ensure the continued implementation of the measure from 2026 onwards, taking into account the gradual increase in the share of the participation of smaller electricity suppliers in the electricity market.

It is clarified that the Energy Efficiency Obligations Scheme is a legislative mechanism that sets energy distributors (Obligated Parties) annual end-use energy savings targets, which they must meet by taking measures for the benefit of final consumers.

The measure was implemented for the first time in 2023, contributes to the national mandatory target for end-use energy savings (amounting to 349.04 million tonnes of oil equivalent by 2030) and is a measure that has been included in national programming, according to the National Energy and Climate Plan.

Interested parties can be informed about the draft Regulations under consultation through the e-Consultation platform.

The deadline for submission of comments, in the context of the public consultation, is Monday, 10 February 2025, until 15:00.
