{"id":52966,"date":"2026-05-05T16:52:44","date_gmt":"2026-05-05T14:52:44","guid":{"rendered":"https:\/\/www.oeb.org.cy\/oeb-promoted-important-labor-issues-in-2025\/"},"modified":"2026-05-05T16:52:44","modified_gmt":"2026-05-05T14:52:44","slug":"oeb-promoted-important-labor-issues-in-2025","status":"publish","type":"post","link":"https:\/\/www.oeb.org.cy\/en\/oeb-promoted-important-labor-issues-in-2025\/","title":{"rendered":"OEB promoted important Labor Issues in 2025"},"content":{"rendered":"<p><strong>On the occasion of the Annual General Meeting of the Cyprus Employers &amp; Industrialists Federation (OEB) to be held on Tuesday, April 28, 2026 and which will be addressed <u>by H.E. the President of the Republic of Cyprus, Mr. Nikos Christodoulides<\/u>, OEB issues the following communiqu\u00e9.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The Federation of Employers and Industrialists (OEB), closely following the developments, took intense action to support businesses and strengthen their viability, submitting specific proposals and suggestions to the competent Ministries. In this context, OEB placed particular emphasis on the peaceful renewal of collective agreements by containing labor costs and safeguarding the competitiveness of the Cypriot economy. <\/p>\n<p>&nbsp;<\/p>\n<p>It is noted that despite the difficulties, in 2025 unemployment showed a further decrease with the rate limited to 4.4% for the year (2024: 4.9%) while employment recorded one of the highest performances over time, exceeding 81% (2024: 79.8).<\/p>\n<p>&nbsp;<\/p>\n<p>Briefly, the most important labor developments of 2025 are summarized as follows:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>In January 2025, a salary increase of 1.25% was paid on the new basic salaries due to the Automatic Indexation (ATA) (where applicable), based on the Transitional Agreement concluded between the Social Partners on 28 July 2017 and its renewal signed on 12 May 2023 and which provided for the adjustment of wages to 66.7% of the annual increase in the Consumer Price Index (excluding consumption taxes).<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>After many months of negotiations, a permanent agreement on the ATA was reached, which was signed on November 13, 2025, in the presence of the President of the Republic, whose contribution to its achievement was catalytic.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>The new permanent agreement provides for the gradual increase of the rate of payment of the Indexation Allowance from 66.7%, to 100% of the increase in the relevant Index (80% in January 2026, 90% in July 2026 and 100% from July 2027 onwards, in July of each year).<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li>In February 2025, the 2022 Strategy for the Employment of Foreign Workers was revised, which was renamed the &#8220;Framework for the Employment of Foreign Workers&#8221;, with the aim of further strengthening procedures and making it easier for businesses that are unable to find suitable domestic or Community human resources to access the employment of foreigners from third countries.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li>In 2025, the debate on pension reform was launched, based on studies by International Labour Organization (ILO) experts who have the necessary expertise on pension reform and social security issues, in order for the reform to be based on international standards of social security and financial sustainability, while taking into account the best practices and experiences of other countries.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>OEB has pointed out that the reform should aim to form a sustainable system that will meet the real needs of current and future beneficiaries by offering decent pensions and without incurring additional costs that undermine the competitiveness of the economy and businesses.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li>Before the end of the year, the Minimum Wage Decree was issued, which provides that from 1\/1\/2026 the gross minimum hiring wage increases to \u20ac979 (from \u20ac900 that was in force) and after 6 months of continuous employment with the same employer the gross minimum wage increases to \u20ac1088 (from \u20ac1000 that was in force).<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"6\">\n<li>On the occasion of the successive unjustified and irregular strikes of workers in public hospitals, secondary schools and public transport, OEB, in order to ensure the smooth operation of businesses and to protect the safety, health and well-being of citizens, once again put forward its proposal for the legislating of the Agreement on the Labor Dispute Resolution Procedure in Essential Services,  agreed in 1999 by OEB with SEK, PEO &amp; PASYDY.<\/li>\n<\/ol>\n<p><u> <\/u><\/p>\n<p>In addition to the above, OEB during 2025 developed intense and multifaceted activity in a number of labor-related issues including legislative procedures, implementation of European projects, promotion of female entrepreneurship and gender equality in employment and other issues briefly described in the Annual Report, which will be discussed at the General Assembly of the Members of the Organization to be held on Tuesday, April 28, 2026 in Nicosia and which will be held in Nicosia. the President of the Republic of Cyprus, Mr. Nikos Christodoulides. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>On the occasion of the Annual General Meeting of the Cyprus Employers &amp;
